The relationship between the two countries (Iraq and Kuwait) has been through many highs and lows which are mainly driven by their national interests. Kuwait has always seen Iraq as a political heavyweight and when in 1980 a war broke between Iran and Iraq, Kuwait chooses to be on a neutral stance. But all efforts to mediate and reach a settlement were in vain and Kuwait was targeted with missiles which ominously threatened the stability and security of the country. Kuwait grew suspicious of Iran and announced its material, moral and political support to Iraq which resulted in direct tensions between Kuwait and Iran. The situation of support and friendship between Iraq and Kuwait however changed in 1990 when Iraq invaded Kuwait. Even after a decade later the tensions between the two countries are plagued with increasing levels of religious militarism and sectarianism. Many statements regarding astounding success of p eaceful talks between the two countries are spreading recently but even after that there is a constant absence of confidence as Kuwait is fearful of Iraq post the invasion in 1990. Issues like Iraq asking Kuwait for compensation are just adding to the tensions that already exist between the two countries. Country Governance In the 1990s Kuwait was being ruled by Emirate which is a similar to sultanate or monarchy. It is a government in which Emir has the supreme power. He is the ruler of the state. He may be a sovereign or an absolute overload with limited powers. Kuwait was invaded by Iraq on 2nd August, 1990 and then the monarchy that was ruling the country was deposed. In their place a puppet ruler with the name Alaa Hussein Ali was appointed as the head of the new Provisional Government of Free Kuwait. The Emirate of Kuwait along with a major portion of the army was annexed. The ruling family was the Al Sabah family. Even after months of tensions between the two countries the Kuwait government was not alert and were caught unaware of the attack. The Dasman palace was attacked by the Iraqi troops but the Emir of Kuwait named Jaber Al-Ahmad Al-Jaber Al-Sabah had fled the country with his family. Iraq was being ruled by Saddam Hussein who was a dictator. Dictatorship is a form of government in which a small clique or ruler holds the solemn and absolute power. His powers are not limited by laws or constitution. He made spurious claims on the Kuwaiti land. Many claim that he had made a decision to invade Kuwait months prior to the actual invasion and accusation of the slant drilling. After the Iran-Iraq war, Iraq was under an international debt of 80 billion US dollars. Along with that Iraq had a 14 billion dollar individual debt from Kuwait. Saddam Hussein asked the UN to dismiss the debts as in he said that Iraq had prevented the Arab countries from an imminent Iranian invasion. (Pollack, 2002)But neither Kuwait nor the UN supported Iraq, this fueled the invasion of Kuwait as Iraq was not in a condition to repay any of its debts. Many believe that the invasion was motivated by the fact that Iraq wanted to claim the oil reserves of Kuwait. Saddam Hussein later tried to justify the invasion by claiming that Kuwait was a part of Iraq that was carved off by the British imperialism. (Gause, 2005) Type Of Governance In Iraq In 2015 The governance type in Iraq at present is Parliamentary democracy. It is a multi party system where the executive power is held by the Prime Minister who is the head of the government. The President has a council of representatives and holds the legislative power. The chief of state or the current President of the country is President Fuad Masum.The present Prime Minister of Iraq is Haider al-Abadi who is the executive authority and has appointed a council of ministers who acts as the government or cabinet. The local government is based on subdivisions of governorates and regions. Both governorates and regions are given additional power and are given broad autonomy. The additional powers such as internal security forces including guards, police and security forces are provided to the regions and governorates. But recent research has proven that the Iraqi government is one of the most corrupt Governments in the Entire Middle East. (Gregory, 2004) The type of governance in Kuwait at present is a constitutional one with a parliamentary system. The chief of state is Sabah al-Ahmad al-Jabir al-Sabah and the prince is Nawafal-Ahmad al-Jabir al-Sabah. The head of the government is the Prime Minister who is Jabir Al-Mubarak al-Hamad al-Sabah. The Emir is a position that is held by people from a same family as it is a hereditary position. It is the Emir who appoints the Prime Ministers and other ministers. Over the past few years in Kuwait there is an increasing presence of oppositions with many street protests against the ruling family being held by young people. Many claim that Kuwait has a dysfunctional politics that is coming to its end as it may not even survive till its term ends. There is factionalism that is within the ruling family that is blamed for the confrontations. People blame the Emir and the ruling family as the government is formed by ministers that are from the same family with only a few new additions every now an d then. (Herb, 1999)They are chosen on the basis of pleasing the key alliances and the current parliament. The opposition whereas consists of activists Salafis, Tribal populists, some leftists and youth movements which have been plagued with the erratic decision making and internal divisions. The ruling government is being benefitted by this internal strife and has always encouraged defections. The desire for stability by the citizens is also benefitting the government as many citizens fear of consequences like Syria, Libya and Egypt. Still the divided and weakened opposition has not collapsed yet. They regularly call for constitutional amendments that many Kuwaitis are not ready or prepared to follow. Country Capabilities Iraq The sectarian rivalry along with the conflict that is going on at present in Iraq has made it a regional crisis that has many global implications. Shia and Sunni populations are quarrelling from the past few years. But with the rapid advance of ISIS that is a Sunni Muslim Militant group has completely changed the power balance in the country. (Curwin, 2014) This group is not only threatening the integrity and security of Iraq but on a wider prospect threatening many other countries on a global level. It is an emerging humanitarian crisis as Iraq is heading in the same direction as Syria if the international community takes no action. The conflicts are not localized as many extremists from North America, Europe and Eurasia are flooding the conflict affected areas to support ISIS. This is a security crisis as these individuals are then bringing the skills acquired through these conflict zones to their origin country. These extremists are being trained by ISIS commandos to spread terror in their origin country. The situation is highly uncertain as it is complex and volatile and any outcomes which occur can lead to loss of human lives and investment. Some of the commercial implications are that the environment and living conditions will deteriorate not only in Iraq but in Lebanon, Syria, Turkey, Iran and Jordan. The arms industry that has its ties globally into many developed countries like US will receive a boost in their sales with weapons like automatic rifles and drones. These weapons of destruction can be used against anyone irrespective of their origin and country of residence. The capital use will detract from growth and will be subjected towards fighting these forces. Intra regional trade, tourism, remittances and investment jobs will be adversely affected. Energy prices will increase as a major portion of the worlds supply of oil is coming from Iraq. The increase in violence and destruction is causing the severe constraint on commercial activity in Iraq. Tourists and migrant labour flow has decreased not only in Iraq but even in neighbouring countries like Lebanon and Jordon. Many countries that have strong ties with Iraq are experiencing fall in oppurtunities of profits and cash flow. On a global level the increasing oil prices are a major concern and with the present situation we can expect a Iraq premium to be added soon. Due to the present disruption and attacks from ISIS on refineries are causing oil shortage locally. There is a constant shortage of electricity, heating oil and petrol. This civil war is costing Iraq as well as others countries. Kuwait Kuwait as country is dependent on the export of the petroleum products and oil for the stabilization of its economy. Kuwait is the second smallest OPEC country but it is the 10th largest producer of petroleum products. But recently due to diminishing foreign investment and delays in many projects the country has struggled to boost its supply. There is a ban on the foreign ownership of its revenues or resources but the government is trying to increase foreign participation through service and technical contracts. The majority of the crude oil that the country produces is exported to the Asian markets. The country is taking steps to establish itself as a regional center for excellence in areas of trade, finance and energy. The government is supporting social programs and projects to streamline global trade and infrastructure projects. It is not all about growth in Kuwait as recently the country has been a topic of discussion in the international forum due to its relationship to the ter ror funding of many groups. Many believe that Qatar economic and military help to many of the Syrian and Iraq terror groups are the reason of the heightened terror presence. Gerald Mueller a German development minister accused Qatar of funding ISIS. There are no present evidences suggesting that ISIS or any other terror group is getting funding from Qatar but many of the powerful individuals of the country have a soft corner for the terrorists. According to a wikileaks document Qatar has the worst record when it comes to counter terrorism cooperation with the United States of America. Qatar is being complicit on the rise of Jihadi groups. Kuwait is being continuosly accused of funding terror groups and torturing, beating and curtailing the rights of its citizens. They openly refuse to ban Revival of Islamic Heritage Society that is a charity set up by a Al-Qaida bankroller. Many high profile Kuwaitis openly support and finance terror groups like Al Nusra. The crimes relating to huma n rights are also in news from Kuwait where people are beheaded for crimes like sorcery. At one end where the Saudi Arab countries are giving 100 million to the UN program for anti terror whereas on the other hand Saudi donors are at the top for funding Sunni terror groups worldwide. Conclusion As a political scientist in my opinion Kuwait poses an international threat to US as they are up to their necks in complicity with terror groups and terrorism as a whole. Qatar has surfaced out as the hub for terror funding but even after the increasing international pressure the generous supporters of these terrorists are not stopping. This small oil state is channeling huge amounts of money that is laundered and disguised a humanitarian charity. It is the financial Mecca for the Sunni terror groups. These groups like ISIS are posing a threat to not only US but the entire world and they are getting their power from Kuwait. This led to a lack of self-discipline, demonstrated by laziness and irresponsibility, along with the inability to learn how to control their emotions. PPS may be diagnosed once the person begins to show symptoms and signs. Certain symptoms are outbursts of emotion, expressing anger to the point of wrath, happiness that turns into extreme panic, frustration that leads to self-pity and/or depression, and they always feel guilty. The use of anger is used to push the person away that is trying to push reality upon them. People diagnosed with this also show difficulty relaxing and can be really undependable considering their childlike characteristics. They are also narcissistic with dependency and manipulation tendencies. Basically, this syndrome characterizes the personality of an immature person and also includes narcissistic behavior. Another serious problem people with Peter Pan syndrome have is developing relationships. Referring back to the person’s relationship with their parents, men often find themselves fixated on their mother. Usually because of their fixation with their mother, this is when they develop feelings of anger and guilt due to their conflicting feelings for their mother. The relationship with the father is at odds since the person diagnosed believe his love and approval is off limits. The hang up on their mother is what will cause difficulty in future relationships. Individuals with this syndrome have a hard time building relationships with peers. As a result they become depressed and feel desperately alone in their attempt to belong. They often don’t fix the problem though because their solution to any problem is to ignore the issue and until it disappears. Most people, especially men, with this diagnosis cannot have a real connection with friends because they believe they can only be bought. When they do get friends, they often ‘drag their feet’ and cause a delay when hanging out because they share characteristics of the condition called narcissistic personality disorder. Males with PPS have trouble keeping a love life as well. They tend to become easily extremely jealous and exhibit violent outbursts. If the woman tries to assert her independence, the male becomes easily provoked to fits of anger. They fear if the woman asserts their independence, then they’ll appear weak and not like a man in front of friends. This often causes the male to refuse to share feelings. This may result to having difficulty expressing love, especially when it comes to being sensitive. Men often pick younger women to have relationships with because that way they don’t have to worry about responsibility such as settling down and having a family. People with the disorder could live a normal life. There is no physical or brain function change for those with this disorder. It may take energy from their partner, but with dedication they could show them having a committed relationship can be worthwhile too. If their partner begins to suffocate them then they’ll scare them off, so it’s better to give them their own space. If it is a man, then make sure they still get their â€Å"man cave†. As long as both partners are understanding of the person’s needs with PPS then it’ll work out. The only thing that could stop them from having a bad life would be the narcissistic characteristics of Peter Pan syndrome. They tend to be absorbed with imaginative comfort in their minds which attracts them to introspection. This leads them to be imprisoned by childhood fantasy, not the realities and difficulties of life that they need to overcome. In an attempt to avoid the realities of life, it could cause them to use prohibited drugs and abuse alcohol in an attempt to escape the obstacles of life. The only major complication of Peter Pan Syndrome for individuals having the disorder is not being able to build strong relationships. However, they remain unsuccessful at facing fears and responsibilities, and may also acquire other psychological disorders. According to research, people having Peter Pan Syndrome have very low self-esteem and are unmotivated leaving them feeling depressed. Individuals having Peter Pan Syndrome do not usually exhibit the self-confidence, motivation and determination that are keys for being successful. Treatment for Peter Pan syndrome is uncertain. Peter Pan syndrome is still unrecognized as a mental disorder by the American Psychiatric Association and WHO, which is why there is no specific treatment. There are therapies such as the wilderness therapy, which covers psychodrama, cognitive behavioral therapy, strength-based therapies, solution-focused therapy, trans-personal counseling, and family therapy. There is other treatment modalities as well, such as: The Healing Sound of Silence, Embracing The Twelve Step Philosophy, and Transforming Into An Effective Adult. The Healing Sound of Silence helps the individual keep away from refocusing their addiction on something else such as: watching TV, computer games, drugs, etc. Instead, they put the focus on themselves and their issues in an attempt to get their life back on track. It allows them to learn the basics on how to face the real problems of life. The Twelve Step Philosophy is a camping therapy. It’s a twelve-step program that helps them recognize the importance of a support system. They learn that every individual has a role and purpose. They also learn self care. The transformation into an effective adult is when the Peter Pan-like person begins taking responsibilities. Even though there is no established cure for the disease, the only time that the person with Peter Pan Syndrome is treated is when the individual shows willingness and awareness of their disorder. Since Peter Pan Syndrome is a disorder caused by factors during childhood, any prevention measures should be directed at parents and their awareness on how to raise a child. Parenting discussions should be organized, especially for teenage parents so they are aware of techniques to teach their children about responsibilities. Also, the environmental factors still need to be considered when raising a child. The right role models should always be around as well for positive influence.

Important School Tips for Parents From a Principal For teachers, parents can be your worst enemy or your best friend.  Over the course of the last decade, I have worked with a handful of the most difficult parents, as well as many of the best parents. I believe that the majority of parents do a terrific job and genuinely try their best. The truth is that being a parent is not easy. We make mistakes, and there is no way we can be good at everything. Sometimes as a parent it is critical to rely on and seek advice from experts in certain areas. As a principal, I would like to offer a few school tips for parents that I believe every educator would want them to know, and that will also benefit their children. 1. Be Supportive Any teacher will tell you that if a child’s parent is supportive that they will gladly work through any issues that might arise over the course of the school year. Teachers are human, and there is a chance they will make a mistake. However, despite perception, most teachers are dedicated professionals who do a terrific job day in and day out. It is unrealistic to think that there are not bad teachers out there, but most are exceptionally skilled at what they do. If your child does have a lousy teacher, please don’t judge the next teacher based on the previous, and voice your concerns about that teacher to the principal. If your child has an excellent teacher, then make sure that the teacher knows how you feel about them and also let the principal know. Voice your support not only of the teacher but of the school as a whole. 2. Be Involved and Stay Involved One of the most frustrating trends in schools is how the level of parental involvement decreases as a child’s age increases. It is an extremely discouraging fact because children of all ages would benefit if their parents would stay involved. While it is certain that the first few years of school are arguably the most important, the other years are important as well. Children are smart and intuitive. When they see their parents taking a step back in their involvement, it sends the wrong message. Most children will start to slack off too. It is a sad reality that many middle school and high school parent/teacher conferences have an exceedingly small turnout. The ones who do show up are the ones that teachers often say don’t need to, but the correlation to their child’s success and their continued involvement in their child’s education is no mistake. Every parent should know what is going on in their child’s daily school life. A parent should do the following things every day: Ask your child how their school day went. Engage in conversation about what they learned, whom their friends are, what they had for lunch, etc.Make sure your child has time set aside to complete homework. Be there to answer any questions or assist when needed.Read all notes/memos sent home from the school and/or teacher. Notes are the primary form of communications between a teacher and parents. Look for them and read them to stay up-to-date on events.Contact your child’s teacher immediately if you have any concerns.Value your child’s education and express the importance of it every single day. This is arguably the single most valuable thing a parent can do when it comes to their child’s education. Those that value education often thrives and those that don’t often fail. 3. Do Not Bad-Mouth the Teacher in Front of Your Child Nothing undermines the authority of a teacher any faster than when a parent continuously bashes them or talks bad about them in front of their child. There are times when you are going to be upset with a teacher, but your child should never know exactly how you feel. It will interfere with their education. If you vocally and adamantly disrespect the teacher, then your child will likely mirror you. Keep your personal feelings about the teacher between yourself, the school administration, and the teacher. 4. Follow Through As an administrator, I cannot tell you how many times I have dealt with a student discipline issue where the parent will come in tremendously supportive and apologetic about their child’s behavior. They often tell you that they are going to ground their child and discipline them at home on top of the school’s punishment. However, when you inquire with the student the next day, they tell you that nothing was done. Children need structure and discipline and most crave it on some level. If your child makes a mistake, then there should be consequences at school and at home. This will show the child that both the parent and school are on the same page and that they are not going to be allowed to get away with that behavior. However, if you do not have any intent on following through on your end, then do not promise to take care of it at home. When you practice this behavior, it sends an underlying message that the child can make a mistake, but in the end, there is not going to be a punishment. Follow through with your threats. 5. Do Not Take Your Child’s Word for the Truth If your child came home from school and told you that their teacher threw a box of Kleenexes at them, how would you handle it? Would you instantly assume that they are telling the truth?Would you call or meet the principal and demand that the teacher be removed?Would you aggressively approach the teacher and make accusations?Would you call and request a meeting with the teacher to ask them calmly if they could explain what happened? If you are a parent who chooses anything other than 4, then your choice is the worst kind of a slap in the face to an educator. Parents who take their child’s word over an adult before consulting with the adult challenge their authority. While it is entirely possible that the child is telling the truth, the teacher should be given the right to explain their side without being viciously attacked first. Too many times, children leave out crucial facts, when explaining situations like this to their parent. Children are often devious by nature, and if there is a chance they can get their teacher in trouble, then they will go for it. Parents and teachers who stay on the same page and work together alleviate this opportunity for assumptions and misconceptions because the child knows they won’t get away with it. 6. Do Not Make Excuses for Your Child Help us hold your child accountable. If your child makes a mistake, don’t bail them out by constantly making excuses for them. From time to time, there are legitimate excuses, but if you are constantly making excuses for your child, then you are not doing them any favors. You won’t be able to make excuses for them their whole life, so don’t let them get into that habit. If they didn’t do their homework, don’t call the teacher and say it was your fault because you took them to a ball game. If they get in trouble for hitting another student, don’t make the excuse that they learned that behavior from an older sibling. Stand firm with the school and teach them a life lesson that could prevent them from making bigger mistakes later on.

Starting a Historical Fiction Series – A Reedsy Success Story Starting a Historical Fiction Series – A Reedsy Success Story Author R.P. Wollbaum is another example of the tremendous opportunity that indie-publishing represents for writers. He self-published his first book in 2015 and is now working on book 5 of his Bears and Eagles series. He has found his editor and cover designer through Reedsy and has been working with them ever since. His story is quite nice, so we thought we'd let him share it on our blog.I have always been interested in history. As a young lad, I used to listen to the old-timers talk about the old country. There were still a few around that had been born in what they called Russia, now called Ukraine, and they talked about life there. They also talked about life in their new home, Canada and how there had been literally nothing but open sky and prairie when they had arrived. They even told stories they had heard from  their grandfather about life in the ‘Old Country’, and the struggles they faced to make a life for themselves.I had always had an interest in writing. B ut writing things in longhand - my handwriting is terrible- then transcribing them by typewriter was a pain and any hope of finding someone to publish your work was almost impossible. So it was just an infrequent hobby for me.Then life in Canada changed and our young men and women were once again losing their lives in war. This time in Afghanistan and a young man serving as a member of the King’s Own Calgary Regiment lost his life. Most of us in Canada know of the Princess Patricia’s Canadian Light Infantry (PPCLI) Battalion. Albertans know about the Lord Strathcona Horse (an armored brigade), and Calgarians know about the Calgary Highlanders. They are all famous Canadian regiments. But the King’s Own Calgary Regiment? Who were they?So I researched this little-known cavalry brigade and thought to myself, what led this young man from a country not known for its military history, to join a reserve reconnaissance battalion? A plotline developed and I worked backwa rd in time to come to a starting point in the late nineteenth century when things were much like they are today, but I definitely still needed to do some worldbuilding. Huge Imperial Empires were dueling over land and prestige. Islamic fundamentalists were fighting to expand their territories and Christians were fighting them.I placed a young educated man, Russian born to German emigrants and his younger brother in a Cossack battalion along with other younger sons of other German families and progressed from there. Each book of the Bears and Eagles series follows the next generation of this family and I place them in times and events that did occur, but perhaps not exactly how or when.The explosion of indie-produced writers made the decision to publish easy, and I made a choice early on to obtain professional help for editing and book cover design. I had enough budget to edit two novels and one book cover. So I published Bears and Eagles, the first book in the series. It was well re ceived for a first effort by an unknown author.My original cover was eye-catching, but its retro art was not particularly suited to my theme. That is when I discovered Reedsy and the services they provided. I chose Dane Low to be my cover artist. Not only was he easy to work with, but I thought his addition of a battle scene into the background of the design was masterful. He is my choice as cover artist for the rest of the series.The original editor I had hired did a good job, but there were mistakes. So I again looked to Reedsy for help. I am a guy. I write for guys, but I have many powerful female characters in my novels, and I made the decision to find a female editor to work with. Kate O’Donnell and I came to an agreement for an editorial assessment of Eagles Claw and right away we had a connection. I take most of what she wants me to do to heart. Although we speak the same language, we have different cultures and usages of language that have to be ironed out at times. S he is Australian, I’m not, and my target market is North American males; but we are able to compromise, both of us being a little quirky and offbeat in our own ways.She was my sole choice for Eagles Talon, the third release of the series. She performed the whole editing process for me and did fantastic work. My work is now being noticed, even though I only first published last June. Kobo has recently asked me to participate in a pilot project they are putting together that may see my hard copies distributed with the Indigo chain. Kate is about to do an editorial assessment of the fifth novel in the series, and I am about to begin rewrites on book four, for which she did everything - from an editorial assessment to a full and substantial copy edit.I have expanded my distribution beyond Amazon and Kobo and have found that other sales channels, for me, sell as well or better than Amazon.  My Reedsy experience has been fantastic. It acts as an insulator to the electrical signal that is conducted down the axon as a neuron fires, and can well be compared to the insulation around an electrical wire. The myelin sheath contains a variety of fatty substances (lipids), and contains at least ten distinct chemicals (2). . From what is known, axons are not fully myelinated at birth, but myelin is formed from birth on into the second decade of life (3). The way myelination takes place is through glial cells wrapping around the axons in a spiral fashion. The axons are originally embedded in these glial cells, and the cell's membranes extend to wrap the axon tightly and repeatedly. 'Glia' comes from Greek, meaning 'glue,' hinting at the way the cell's membrane sticks to the axon, and how the different layers of the extended membrane stick to each other. There are different glial cells that form myelin: in the ce ntral nervous system, these cells are referred to as oligodendrocytes, and in the peripheral nervous system they are Schwann cells. While in the peripheral nervous system the glial cell wraps around a single axon to insulate it, in the central nervous system a glial cell may wrap around several axons at once (4).. Domestic Violence is one of the many social issues that society is faced with. Research has it that the female group is the one that becomes victimized the most and there are several strategies that have been put into place to culminate this issue of violence at home, more especially against women. One of the strategies that have been introduced in fighting domestic violence in South Africa is the Domestic Violence Act of 1998. Although this Act is one of the good moves by the government, it has many shortcomings. This essay will therefore discuss critically domestic violence and how the Domestic Violence Act is not sufficient to protect women in South Africa from violence at the hands of their abusers To begin with, South African government refers domestic violence to any incident of threatening behaviour, violence or abuse (psychological, physical, sexual, financial or emotional) between adults who are or have been intimate partners or family members, regardless of gender or sexual ity; and in the (South Africa) constitution enacted is an Act which aims â€Å"to provide for the issuing of protection orders with regard to domestic violence; and for matters connected therewith† which is the Domestic Violence Act, 1998 (Act No. 116 of 1998). There are several good points about this Act, and primary to those is that people (especially women and children) to some extent are protected from the deliberate abuse at home. However, many are the shortcomings of this Act. For instance, the exact statistics concerning domestic violence are extremely difficult to obtain hence it becomes difficult to know how much the Act is working. Domestic violence is not a crime as such, and police statistics reflect only reported crimes, such as assault, rape or malicious damage to property, and so forth. In some instances, domestic violence is not reported by the victims because of several reasons. There are many actions that constitute domestic violence that are not defined as crimes, such as forced isolation, verbal abuse, stalking and economic abuse. Domestic violence is often not just a one-off event, but a series of events, or a continuous pattern of abuse. Domestic violence may also exist as a continuum with one serious violent incident at one end, to ongoing and multiple abuses at the other. This pattern of abuse is not recognized in South African criminal law, which tends to isolate individual incidents. In addition, as outlined by Bollen et.al (1999).most crimes of domestic  violence are not reported to the police for fear of intimation, shame, and fear of not being believed, self-blame, or fear of retaliation. Furthermore, it appears from studies and work by organizations offering support to victims that the incidence of domestic violence is very high in South Africa. Community based studies have revealed that in some areas almost a quarter of women report having being abused in their life times by a current or ex-partner, and that up to a half are affected by emotional or financial (Jewkes et.al, 1999). A survey of 269 women who had contacted helping agencies in three major cities found emotional or physical abuse to be the most prevalent form of domestic violence experienced by women, with 90 percent of the sample having experienced this abuse (Bollen et al, 1999). The Domestic Violence Act (Act 116) was introduced in 1998 with the aim of affording women protection from domestic violence by creating obligations on law enforcement bodies to protect women (victims) as far as is possible. The Act sets out a broad range of behaviours that constitute domestic violence; including physical, sexual, verbal, emotional and psychological abuse, stalking, intimidation, harassment, malicious damage to property, unauthorized access to the complainant’s property, as well as other forms of controlling behaviour which may cause harm to the safety, health or wellbeing of the complainant. The Act also extends the notion of ‘domestic relationship’, affording to protection to married couples; same-sex relationships; couples who are (or were) in a dating, engagement or customary relationship, including an actual or perceived relationship; any person in an intimate relationship; parents of a child; and people who do or have recently shared a residence. The Domestic Violence Act allows a complainant to apply to court for a protection order asking for relief or protection. An interim order may be granted, and after an enquiry, a final order may be granted against a respondent. The protection order may prohibit the respondent from committing any act of domestic violence; from entering a specified place; or from committing an act set out in the order. A warrant of arrest is issued simultaneously with the order, and brought into effect if the complainant reports that the respondent has breached any provision of the order. If he or she is found guilty of a contravention, then the court may convict the respondent and sentence him or her to a fine or a term of imprisonment. In terms of the Act, no prosecutor is permitted to refuse to  institute an action, or to withdraw a charge unless authorized by the Director of public prosecution (Dissel & Ngubeni, 2003). Another of the other very serious shortcoming of this Act is that, while the Act criminalizes the breach of an order, it does not create an offence of domestic violence (Dissel & Ngubeni). Where the offender commits an act that is recognized by the criminal law as a criminal offence, a woman can report the case to the police, and it may proceed to a criminal trial but if it is not recognized, then there is nothing to be done. In conclusion, the Act is an indication of the seriousness with which domestic violence is now viewed in South Africa. It offers one form of protection to women who are the victims of domestic violence, but it does not necessarily offer remedies to the problem. The essay has outlined that sometimes the reason why domestic violence is so prevalent is due to the fear of shame and not being believed. The recommendation therefore is that there should be trained personnel who understand clearly the domestic violence issue, persons who understand of such related issue s and that will enable the victims to talk freely so as to reveal everything.
